أمرت الصين بفرض ضمانات مالية مرتفعة لمكافحة الإغراق على واردات جوز البيكان من الولايات المتحدة والمكسيك، ما يضيف مصدراً آخر للتوترات التجارية قبل أسابيع من قمة متوقعة بين الرئيس دونالد ترمب والزعيم الصيني شي جين بينغ.
وقالت وزارة التجارة الصينية: «إن جوز البيكان من البلدين يُباع في الصين بأسعار منخفضة بشكل غير عادل، استناداً إلى النتائج الأولية للتحقيق، واعتباراً من يوم الثلاثاء القادم سيُطلب من المستوردين دفع ضمان مالي بنسبة 54.3%، بينما سيواجه مستوردو جوز البيكان من المكسيك نسباً تتراوح بين 17.8% و51.6%.
إجراءات مضادة
يأتي القرار فيما تسعى واشنطن وبكين إلى إبقاء الاستعدادات على المسار الصحيح لزيارة شي المقررة إلى الولايات المتحدة في سبتمبر القادم، في وقت يضغط فيه تجدد تبادل القيود التجارية والتكنولوجية على هدنة هشة بينهما. وأعلنت الصين الأسبوع الماضي سلسلة من الإجراءات المضادة، شملت عقوبات على كيانات أمريكية، وقيوداً أكثر صرامة على الصادرات المرتبطة بالطائرات المسيرة.
تصحيح ممارسات
وفي بيان منفصل، أفادت الوزارة بأن أياً من الشركات الأمريكية لم تشارك في التحقيق، ما دفع السلطات إلى تطبيق نسبة 54.3% على جميع الإمدادات الأمريكية.
وأضافت الوزارة: «دأبت الصين على التحلي بالحذر وضبط النفس في استخدامها لتدابير تصحيح الممارسات التجارية». وتعهدت بحماية حقوق الأطراف المعنية قبل إصدار حكم نهائي.
وبدأ التحقيق في سبتمبر الماضي بموجب لوائح مكافحة الإغراق الصينية. وكان جوز البيكان الأمريكي قد خضع بالفعل لرسوم جمركية بنسبة 10% في مارس 2025، في إطار رد الصين على الرسوم التي فرضها ترمب.
وسبق أن وقع جوز البيكان في خضم الحرب التجارية خلال إدارة ترمب الأولى، عندما استهدفت الصين جوز البيكان الأمريكي برسوم جمركية بنسبة 47%، ما حرم المزارعين في جورجيا وأريزونا من سوق تصدير رئيسية.
China has ordered the imposition of high financial guarantees to combat dumping on imports of pecans from the United States and Mexico, adding another source of trade tensions just weeks before a planned summit between President Donald Trump and Chinese leader Xi Jinping.
The Chinese Ministry of Commerce stated: “Pecans from both countries are being sold in China at unfairly low prices, based on the preliminary findings of the investigation. Starting next Tuesday, importers will be required to pay a financial guarantee of 54.3%, while importers of pecans from Mexico will face rates ranging from 17.8% to 51.6%.
Countermeasures
The decision comes as Washington and Beijing seek to keep preparations on track for Xi’s planned visit to the United States next September, at a time when renewed exchanges of trade and technology restrictions are putting pressure on a fragile truce between them. Last week, China announced a series of countermeasures, including sanctions on U.S. entities and stricter restrictions on exports related to drones.
Correction of Practices
In a separate statement, the ministry reported that no American companies participated in the investigation, prompting authorities to apply the 54.3% rate to all U.S. supplies.
The ministry added: “China has consistently exercised caution and restraint in its use of measures to correct trade practices.” It pledged to protect the rights of the parties involved before issuing a final ruling.
The investigation began last September under Chinese anti-dumping regulations. U.S. pecans had already been subjected to a 10% tariff in March 2025, as part of China’s response to the tariffs imposed by Trump.
Pecans had previously been caught in the crossfire of the trade war during Trump’s first administration when China targeted U.S. pecans with a 47% tariff, depriving farmers in Georgia and Arizona of a key export market.
